The Job Performance Evaluation process does not provide for a complete understanding of employee job performance or organizational performance management by leadership. Indexing job performance is a better measuring tool for both.

Job Performance Index (see graph) is a complex evaluation of the quality of the performance management system and the performance index the particular employee demonstrates, both as a function of time and the standard deviation. Not all management systems, leaders and employees are created equally. As an example, we must begin to understand and accept the degree to which socio-economic conditions, education, human needs, and life experiences impact job performance. We must identify all aspects of daily living that impedes the ability to perform to the established Maximum Standard.

Indexing is a complicated process that will need the benefit of detailed scientific research, data science engineering, database mainframes, complicated algorithms, and innovative designing to establish the basic guidelines.
